Instead, the Department of Defense is embarking on a strategic shift in resource allocation, involving approximately 8% of the current budget. This recalibration aims to realign spending with the Trump administration’s “America First” priorities, focusing on creating a more strategic and responsive defense structure.
Hegseth emphasized the importance of transparency in this process, stating, “We shoot straight with you. We want you, the American people — the taxpayers — to understand why we’re making the decisions that we’re making here.” This approach underscores the administration’s commitment to accountability in its financial decisions.
Refocusing Priorities, Not Cutting Budgets
The Defense Secretary clarified that the plan involves redirecting approximately $50 billion from non-lethal programs to align with national defense priorities. This move is part of a larger effort to refine federal operations by removing redundancies without affecting the overall defense budget.
“That’s not a cut; it’s refocusing and reinvesting existing funds into building the force that protects you, the American people,” Hegseth said.

Hegseth stressed that key programs, including border activities, combating transnational crime, nuclear modernization, cybersecurity, and core readiness, will not be affected by these changes.

To facilitate this strategic shift, the Department of Government Efficiency (DOGE) will be used to identify and eliminate redundancies and non-core priorities within the DOD budget. This initiative is part of a broader Trump administration effort to audit and reorient federal bureaucracy, with notable involvement from Elon Musk in overseeing the project to identify and eliminate waste and fraud within the federal government.
The DOD will also reevaluate its probationary workforce, focusing on performance quality, and implement a hiring freeze to improve hiring practices.
